About Our Client

The California Department of Insurance is the consumer protection agency for the nation's largest insurance marketplace and safeguards all the state’s consumers by fairly regulating the insurance industry.

CDI enforces the insurance laws of California and has authority over how insurers and licensees conduct business in California. Nearly 1,400 dedicated employees work at CDI to oversee more than 1,400 insurance companies and license more than 485,000 agents, brokers, adjusters, bail agents, and business entities. In the normal course of business, CDI annually processes more than 8,000 rate applications, issues approximately 280,000 licenses (new and renewals) and performs hundreds of financial reviews and examinations of insurers doing business in California.

The insurance marketplace has changed dramatically over time, but consumer protection continues to be the core of CDI’s mission.

Business Need

The California Department of Insurance (CDI), Enforcement Branch (EB)’s Fraud Division’s Local Assistance Unit (LAU) seeks to implement a case management tracking and reporting system for the California counties’ district attorney (DA) offices.

This project’s current priority is for the Insurance Fraud Grant Program, which is seeking to replace the legacy District Attorney Reporting System (DARS). As part of the replacement of DARS, this system seeks to offer a new service to DA partners by implementing current industry standards that are efficient, modular, and secure for the tracking and reporting of grant cases replacing outdated manual approaches and reducing admin time.

Associated Challenges

The solution will primarily serve as a case repository and tracking system for the DA offices. Replacing DARS would not only increase performance and increase usability, but it would also provide additional protection for CDI and users.

Fulfillment of this request will also streamline and modernize grant program processing. Failure to implement a replacement for DARS will potentially increase security risks over time. Also, staff in the Fraud Division would continue to work inefficiently with the manual workflow for the grant program.

Business Benefits

The GCMS case repository will provide the ability to enter and track DA’s grant cases through the following case phases: New Case, Investigation, Suspect Defendants, Search Warrants, Arrest, Pre-Charging Diversion, Cases in Court, Sentence, Judgement, Closed. New business rules, workflows and business logic implementation will determine each field usability for enhancing department’s productivity and customer service.

GCMS will further provide the ability for DA to enter and update case information throughout the lifecycle extending dynamic and real-time summary and statistical data that will be auto populated and calculated in the reports giving better insights for faster decision making.
